SOROTI CITY — Security forces have arrested retired Lieutenant General Peter Elwelu in Soroti City following an intensive multi-day manhunt. The former senior military commander was taken into custody over his alleged involvement in subversive activities and plans to destabilize the Teso sub-region.

Confirming the operation on Monday evening, Col. Chris Magezi, Acting Director Defence Public Information (DDPI) for the Ministry of Defence and Veteran Affairs, stated that Elwelu had been on the run as intelligence agencies intensified operations targeting suspected rebel networks and unauthorized military stockpiles in eastern Uganda.

According to security sources, recent intelligence-led operations linked to the retired general led to the recovery of 15 firearms, military fatigues, and two pickup trucks. Authorities also noted ongoing investigations into suspected mobilization efforts aimed at resurrecting local armed groups, including former Arrow Boys structures.

“Renegade UPDF General Peter Elwelu has this evening been arrested by the security forces in Soroti City,” Col. Magezi announced. “He will be charged and prosecuted in the courts of law accordingly.”

The arrest follows weeks of mounting public friction between Chief of Defence Forces (CDF) Gen. Muhoozi Kainerugaba and Elwelu. In late October, several of Elwelu’s associates, including his former driver, key security aides, and over 20 former soldiers, were taken into custody as joint security agencies dismantled alleged covert operations across the region.

Lt. Gen. (Rtd) Peter Elwelu is a prominent and controversial figure in Uganda’s military history. Prior to his retirement, he served in several top-tier command positions, including Deputy Chief of Defence Forces, Commander of Land Forces, Commander of the UPDF 2nd Division, and Senior Presidential Advisor. He notably commanded the 2016 security operation at the Buhikira Palace of the Rwenzururu Kingdom in Kasese.

Military authorities have indicated that formal charges will be preferred against Elwelu once preliminary interrogations are concluded.
